Coordinated with governmental authorities and private associations of the Andean Region (Venezuela, Colombia, Ecuador, Peru and Bolivia), the implementation of international agreements on tourism, transportation and trading interchange throughout the borders controls (Customs, Immigration, Agricultural and Health). Modernized the Customs Administration by issuing new internal administrative and systematic procedures and rules for the operations of freight forwarders and customs agents. Provided the institution with new resources for automation of the customs processes. Public Treasure, General Director (1983 - 1984) -- Remarks: Directed the improvement of the Budget and Treasury Administration, issuing and implementing new rules and procedures for national financial control. As a member of the Oversight Committee for the implementation of the new on-line system for national budget control, coordinated the integration of the national budget expense accounts administration into the networked information systems of the Ministry of Economy, Federal Reserve Bank and the National Bank. Systems Coordinator for the Tax Administration Reform (1982) -- Worked together with the International Monetary Fund (IMF) Project Coordinator and officials of the national tax administration in a special project aimed to improve income tax collection effectiveness.
